【摘要】:Thispracticeisintendedtoassistopticalfibercableownersandpipelineoperatorsindevelopingoperatingandmaintenanceproceduresandpracticesforthesecondaryuseofgaspipelinesasconduitsforopticalfibercables.Itmustbekeptinmindthattheprimaryuseofgaspipelinesisfortransportationofnaturalgasandanysecondaryuseofthesystemmustnotmateriallyimpacttheprimaryfunction.Itistheresponsibilityoftheopticalfibercableownerandpipelineoperatortodecidehowbesttointegrateoperatingandmaintenanceproceduresforthepipeline,theopticalfibersystem,andtheopticalfibercablesothatsafetyisnotcompromised,customersareservedinthebestwaypossible,andincrementalcostsareminimized.Sincethepracticeofintegratinggaspipelinefacilitiesandfiberopticsfortelecommunicationspurposesisanewandemergingactivity,thisstandardwillhelpestablishguidelinesforitsrapidandsafedeploymentandwillensurethatthefacilitiesinstalledaremaintainedtooperateonalong-termbasis.1.1Thispracticecoverstheoperationandmaintenanceofnaturalgasdistributionandservicepipelinescontainingopticalfibercableandtheoperationandmaintenanceoftheopticalfibersystem.1.2Thispracticeappliestodistributionandservicelinesusedtotransportnaturalgas.1.3Thispracticedoesnotapplytonaturalgastransmissionlines.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
